Steven Woodward was, as of 3067, the Coordinator of Outworlds Alliance Intelligence.[1]
History[edit]
In 3067, ComStar and the OAI detected a Capellan Confederation effort to smuggle agents into the Draconis Combine. Alliance citizen Allois Bauer was involved, but in his report to Mitchell Avellar, Woodward judged it unlikely that the operation would be linked to the Alliance.[1]
